Applying the definition of genocide to situations

 In the book Genocide: A Comprehensive Introduction, The definition given is: "intentional distruction of natural groups on the basis of their collective identity" (p. 10).  Could this definition apply to a single individual; i.e.: a serial killer that picks his victims on the basis of their collective identity?, or an individual that distorts the historical record to make it seem as though a group is "evil"?
